Three Phases of CrossSectoral Programs The evolution of these crosssectoral efforts over time can be grouped into three phases. The first phase of cross-sectoral efforts corresponded with the government of Madagascar’s adoption of a fifteenyear National Environmental Action Plan (NEAP).
